Question Is a necessary Action Class?

I have a code in which there is no, unlike all the examples. I noticed that the code which I am referring to, has the PrimaryGeneratorAction class called in the main program itself (part of the main program code given at the end). So I was wondering if the only thing that does is to call PrimaryGeneratorAction. Or is there any other particular reason to use it?

  runManager->SetUserAction(new PrimaryGeneratorAction());

  runManager->SetUserAction(new RunAction(analysis));

  runManager->SetUserAction(new EventAction(analysis));
