Yes, this is the designed behaviour. It allows you to debug problems, and run tests, in a reproducible way. For unique jobs, you need to set the random state in a unique way, for example by using a batch job ID, timestamp, etc. The Geant4 toolkit does not provide a wrapped-up way of doing that, since it is so system dependent. /random/setSeeds is the interface to do this generically.
