There is nothing that prevents you from adding a messenger to your SteppingAction. It is in no way different from adding a messenger to DetectorConstruction or PrimaryGenerator.

For an example, of how to add a messenger to RunAction and EventAction, see:

examples/extended/exoticphysics/monopole

The command would look something like:

/my/factor 0.1

etc.
