Question input energy for SelectRandomShell

I am not sure if this is the correct forum for my question, but here goes:

I am using an extension to geant4. In this extension low-energy electron interactions with matter are modelled. When a primary electron undergoes an inelastic scattering event, first the energy loss (E_loss) of this primary electron is determined (with models from this extension). Then this energy loss is used to sample the specific shell the secondary will originate from with: SelectRandomShell(Z,E_loss).

This puzzles me, I would think the energy input to determine the random shell would be the total energy of the incoming primary electron and not the energy loss of this primary electron.

So my question is what energy should be used as input for SelectRandomShell? Should the input energy of SelectRandomShell be the total energy of the incoming particle before the scattering event?
