Question the process number setting

I have read a geant4 file at the web: http://www-geant4.kek.jp/lxr/source//physics_lists/lists/include/LBE.icc#L329 .I know these 3 numbers correspond to 3 stage of interactions: AtRest, AlongTheStep, PostStep and i konw -1 = not implemented, then ordering according to the web file. However I can not understand the meaning of relative magnitudes of the number as follows. Could anyone give some explation about "-3, 2, 3, 4"?
