None CoulombScat under 100 MeV

I hope this topic hadn't already come out.
I'm using FTFP_BERT_HP Physics List to simulate neutrons interactions over a wide energy range (1.E-8 MeV -> 1.E3 MeV) and I'm experiencing differences with a paper which I take as a reference.
So, trying to investigating the causes, I find out that the difference comes from the region E <~ 10 MeV.

Looking at the beginning of the simulation, I see this:
CoulombScat: for e- SubType= 1
Lambda table from 100 MeV to 10 TeV in 35 bins, spline: 1
      180 < Theta(degree) < 180; pLimit(GeV^1)= 0.139531
===== EM models for the G4Region DefaultRegionForTheWorld ======
  eCoulombScattering : Emin= 100 MeV Emax= 10 TeV

There is no eCoulombScattering when E < 100 MeV. Is it expected? Is there a way to lower it to 0 MeV? Would it be correct?

Thanks a lot,
