   Thank you for your report. I do not think the the sources you identified are problematic. 
Actually the code is called only once in the two out of the three reported function calls (i.e. objects constructed only once and kept alive for the entire user-application time).
Only the call to G4RadioactiveDecay::LoadDecayTable(G4ParticleDefinition&) may be called several times: once for each different nuclei. However also in this case the amount of memory used is small and should not cause the behavior you experience.

I thus suspect that the memory leak you observe is coming from somewhere else.
