Question curiosity about low-energy particles

hello,

I have a doubt about particles' creation threshold: from what I understood setting cuts allows to set the lowest energy from wich secondary particles are created, with a 990 eV lower threshold.

if someone wants to lower this limit he has to use the command

G4ProductionCutsTable::GetProductionCutsTable()->SetEnergyRange(newlowlimit,100*GeV);

however in my simulations before inserting this line I could see some low energy electrons and Oxygen fluorescence lines at 0.5 keV created by eioni or hioni processes

i would like to understand why these particles are created below the energy threshold set by the cuts
