Hello,

You need to use QGSP_BIC, QBBC, or Shielding reference Physics List.

In $G4INSTALL/examples/extended/electromagnetic/TestEm7 it is shown how to make Physics List from components. You need to add Binary cascade and hadron elastic physics builders on top of electromagnetic physics.
