 - UrbanMscModel is now the model by default. No need to specify it.
 - Rayleigh would not be important in this simulation. It should not be the reason of the discrepancy.

 Can your simulation be more on less approached with TestEm7 ? we would try to reproduce what you see.
   - beam energy
   - matter of phantom
   - matter, dimensions, position of tally
