Question How does one convert low energy data files to AMPX format

To whom it may concern.

This is my first post. I am working on modeling a Scintillator cell using deterministic software that was built originally for the nuclear industry. I am trying to find if there is any low energy data files (elecrons and photons in the natural light energy) in AMPX format or if there is a way to convert existing low energy libraries to AMPX format.

GEANT4 uses it's own data file conversion. In GEANT4's data files README section (from http://geant4.web.cern.ch/geant4/support/download.shtml) it states the data libraries came from Lawrence Livermore (http://www-nds.iaea.org/epdl97/libsall.htm) these libraries are in ENDF and ENDL format.

Does anyone know how the GEANT4 libraries were converted into it's unique format? Does anybody know any conversion software that can convert ENDF or ENDL format to AMPX format? Can anyone point me to someone who would be able to answer this question?
