The simplest model is to assume the signal is proportional to the number of e-h pairs and, therefore, proportional to the energy deposited.

My experience is that this is quite a good approximation for most detectors but there are many effects in the real world that spoil this simple picture: e and h diffusion and drifting, e and h trapping and de-trapping, Poisson fluctuations on the number of e-h pairs, additional "Fano" fluctuations, pre-amplifier noise, pulse shaping electronics, digitisation. These are all outside the scope of Geant4. You will have to consult a detector expert.
