Any of predefine Physics Lists allows extentions. For example,

QBBC* qbbc = new QBBC();
qbbc->RegisterPhysics( new MyComponent());

here MyComponent should inherit from G4VPhysicsConstructor. It is a way 
how StepLimiter can be added.
