It appears that the cutoff is not specific to the synchrotron radiation but rather due to the fLargestAcceptableStep = 1000.0 * meter;
in G4PropagatorInField.cc. The limit can be  increased using SetLargestAcceptableStep.
I plan to modify the extended/electromagnetic/TestEm16 such that this could be done from the command line.
