None ActivateFluorescence for electrons?

I am trying to simulate production of fluorescent x-rays of Uranium from an incident electron beam. I set up LowEnergyIonisation for electrons like this:

  pmanager->AddProcess(new G4MultipleScattering(), -1, 1,1);

  G4LowEnergyIonisation *LeIoprocess = new G4LowEnergyIonisation();
  LeIoprocess->ActivateAuger(true);
  LeIoprocess->ActivateFluorescence(true);
  LeIoprocess->SetCutForLowEnSecPhotons(50.*keV);
  LeIoprocess->SetCutForLowEnSecElectrons(50.*keV);
  pmanager->AddProcess(LeIoprocess, -1,  2, 2); 

pmanager->AddProcess(new G4LowEnergyBremsstrahlung(), -1,-1,3); }

Now, it seems that fluorescent x-rays are generated whether I include the ActivateFluorescence() command or not, and the execution is much slower if I do include it. I don't understand it. What is the correct way to set this up?
