One more comment.

G4UserLimits, which should be attached to a logical volume, 
is used by two speical processes, G4UserSpecialCuts and 
G4StepLimiter. G4UserSpecialCuts is a process to "artificially"
kill a track once the track comes to a limit (e.g. minimum 
kinetic energy). On the other hand, G4StepLimiter limits 
the step length in case other processes propose the step
length longer than the limit defined in G4UserLimits, but
this second process never kills a track.

Also, please note that G4UserLimits does not have any relation
with the range cuts (a.k.a. production thresholds). In case
you want to define a set of production thresholds to a region,
you have to set it to a region,
>   aG4Region->SetProductionCuts( new G4ProductionCuts( 1.0*mm ));
but you don't need to add any particular process.
