Hello,

In 7.0 functions of killing of particles according to G4UserLimits and 
step limitation are splited: G4StepLimiter is responsible for step 
limitation, G4SteppingManager - for killing.

G4StepLimiter should instantiated in the PhysicsList for particles , which 
needs to be limited.
