Question What is the meaning of SetMinEnergy() function in Physics model

I have question about G4EmParameters class. I am using G4EmLivermorePhysics model for low energy x-ray simulation. there is a parameter in model SetMinEnergy() and SetMaxEnergy().

 I am counting the electron produce into the simulation. But I have found that to change of number of electron if I change the SetMinEnergy(). 

So, I want to know what is the actual meaning of that function and what is it actual definition. It is kinetic energy of particle or energy loss of particle.?

And if I change a SetMinEnergy() very high (100*keV) that is also respond to number of particle produce in medium. (My incident gamma particle energy is 10*keV). So it is shock for me.

And also I want to know about RangeCut() of particle and how to decide specific RangeCut() for simulation.
