Question GPS angular rotation not working

I'm attempting to model a square GPS surface along the x-y plane. I then set up a user defined angular distribution (via a histogram of the values of theta).

No matter what I do to the ang/rot1 and ang/rot2 vectors, there is no change in particle behavior. Is this a feature of user defined angular distributions, or am I misunderstanding the rot1/rot2 commands?

/gps/pos/type Plane

/gps/pos/shape Square

/gps/pos/centre 0.0 0.0 17.0 m

/gps/pos/halfx 15.0 m

/gps/pos/halfy 15.0 m

/gps/pos/rot1 1 0 0

/gps/pos/rot2 0 1 0
