  You can not change the value of electric charge of G4ParticleDefintion. 
  But, G4DynamicParticle has a dynamical charge which can be changed in tracking time. And fractional&#12288;charge can be given. SetCharge method in G4PrimaryParticle can be used for setting this dynamical charge in the PrimaryGeneratorAction.
 However, this dynamic charge is provided to simulate various charge state of ions. So, this dynamic charge is used only by energy loss processes for ions.
If you want to simulate a fractionally charged particle (other than ions), you need to define a new ParticleDefinition.
