If ion is fast its dynamic change should the same as number of protons in
the nucleus. For slow ions there is an equilibrium between ion and media,
so effective change is fractional. This is hadronic models independent.

What is your problem: the fraction is not correct or in your use-case ions
are not in the equilibrium with the media?
