You can set the time of the primary particle with G4VPrimaryGenerator::SetParticleTime, see:

The example also shows you how to set everything else you might like to set about your primary neutron. Note, however, that if you want to change the particle's start-time on a primary by primary basis, you have to code the call in the GeneratePrimaries method, as is done here:
