Refer to this for GPS examples:

From that document, this seems relavent:

  /gps/pos/type Plane
  /gps/pos/shape Circle
  /gps/pos/centre 2. 1. 0. cm
  /gps/pos/radius 3. cm

It restricts the particle's starting location to a circle with 3cm rad at loc = (2,1,0).

Then give a momentum using /gps/direction/, most likely on one dimension only (if I understand your problem correctly).
