There is a dedicated forum for optical photon questions, but ok....

Your code is hard to read, but I see that you:

> G4OpticalSurface("WaterSurface");
> OpWaterSurface->SetType(dielectric_dielectric);
> OpWaterSurface->SetFinish(ground);
> OpWaterSurface->SetModel(unified);

Just don't define a G4LogicalBorderSurface between waterTank_phys and expHall_phys and you will get your expected theoretical refraction angle. Or require:

OpWaterSurface->SetFinish(polished);

What you have done is ask G4 to simulate a ground/rough surface without specifying how rought the surface is.
