Question Process Selection

I am looking into creating photofission physics and was looking into process selection. I know a particle has several process registered to it in the physics list and the process is selected in the ProcessManager (actually The process is selected based on the GetPhysicalInteractionLength() function; where the shortest length process is selected. In the hadron physics this leads to G4HadronicProcess::GetMeanFreePath(...) which of course returns the mean free path for that process, particle, and material. The problem I have is I cannot any monte carlo selection in this method. If there is no random number only one process would ever get chosen for any incident energy and material. I know this is not the case, however I cannot find where this method is invoked. Any insight would be greatly appreciated.
