Thanks a lot for your detailed answer.

My original understanding is the same as your reply.

I verified this in HepRApp. In my case, there are 10 primary particles in each event. I fount the track IDs for these 10 primary particles are numbered from 1 to 10, while the secondaries are numbered beginning with 11.
