/run/beamOn 1

simulates 10 primary particles in 1 event

/gps/number 1

/run/beamOn 10

simulates 1 primary particle in each of the 10 events

The difference is that in the latter simulation the events are independent and, for example, sensitive detectors will give you the response to just the one simulated primary. The simulation produces 10 such event histories. In the former, the sensitive detector response results from 10 primary particles overlapping (pileup) in the same event and you get just 1 such event history.
