With GPS you can obtain an isotropic flux shooting particles from a surface: the "squared cos(theta)" you mention is actually already implemented in the "cos" angular distribution of GPS (not the "iso", which is best suited for point sources, instead):

/gps/angtype cos

Indeed there was a bug in the GPS "iso" and "cos" distributions from surfaces. This bug has been corrected by Tore Ersmark and Fan Lei in the release 6.0 (Dec 2003).
