There is such a thing called the 'General Particle Source'. I don't know for sure, but it is possible that it allows you to specify a choice of, or allows you to specify some user initial momentum distribution of the primary particles; else you'd have to write your own.

You can use (recycle) code from G4Scintillation where the momentum of the scintillation photon is sampled from a user defined relative strength distribution.

I don't know where to find the best (authoritative) documentation on the 'General Particle Source'. Maybe someone who knows can tell us(?)
