Question How water can act as a scintillator?

Dear Sir , I am trying to Understand the OpNovice Example. Under Detector Construction their is a scintillation yield = 51photons/MeV in material properties of water.

I am unable to Understand the theory or physics behind the scintillation under water. I would be grateful if experts can give me some reference or explain what actually happening, I have gone through so many websites but I got no explanation.
