Click on the Forum title, e.g. on the "Forums by Category" page, to read a sequence of postings to the Forum and its threads all in one page. If you are only interested in one thread or the thread following a specific posting, click the thread or the posting, which takes you to a smaller page, which contains only the part you are interested in and may be easier to navigate.
Messages are "chained" if there are only replies at the first level, i.e. 1/1.html, 1/1/1.html etc. In case of "chained" messages the message number is replaced by the icon and there is no indentation.
Inline: Display the subject line only or also the text of the posting(s); for the choice "All" the "Outline" choices are switched off.

In G4, before release 6.2 (earlier than 19th February 2004) the skin surface was only supposed to be used as the surrounding skin of a volume, certainly not between your scintillator and your fiber. On the other hand, the border-surface should work. I can't tell you why not without seeing the code snippets.
However there is something even simpler you might want to try; i.e. do NOT even bother define a surface between your fiber and your scintillator. All you need to do is define the refractive index of your fiber and your scintillator so long as you are happy to simulate a perfectly smooth / polished interface between the two. In this case, the surface model defaults to 'glisur' and the surface finish to 'polished'
I suggest you update to geant4.6.2.p01. In this latest release, we have a new extended example in: /geant4/examples/extended/optical/LXe which demonstrates how to define cladded WLS fibers within a scintillator.
