The boundary processes can be specified either with a model (e.g. Unified model) or look-up table. I don't see how to accomplish what you want with a model because we're stuck with Snell's law. And one might expect creating a look-up table to be much more complicated than just building the geometry.

Optical properties can be set in GDML. Given the above, though, it's not clear that this would be helpful.
