I have found a possible solution, that is to discard the optical photons in the hit collection process. Example below

In LXeScintSD::ProcessHits

auto OpticalPhoton = G4ParticleTable::GetParticleTable()->FindParticle("opticalphoton");  
if ( aStep->GetTrack()->GetDefinition() == OpticalPhoton ) {
  // optical photon do not count as hit
    return false;
  }

Is this an appropriate solution to the problem, as optical photons don't conserve energy?
