Yes, and does it not? (aren't there more steps after this)

The G4Navigator makes a 'zero-steplength reallocation step' upon reflection to allow this reverse direction on the boundary. You will always see this 'StepTooSmall' after G4OpBoundaryProcess has changed the direction to point back into the volume.

So, I think all is well.
