As the chart says, for a ground dielectric_dielectric surfaces theReflectivity "is used to determine whether photon is absorbed (strictly speaking here the reflectivity is not the reflection coefficient, it is 1 minus the absorption coefficient)". If the photon is not absorbed then the photon may still refract out of your wrapping.

You want to set dielectric_metal.
