Correct. Nothing in G4Material (and by extension, G4Element, G4Isotope) bears information about optical properties, such as a material's index of refraction. Optical properties are added only if the user defines a G4MaterialPropertiesTable and adds to it the relevant G4MaterialPropertyVectors. This is true also for NistMaterials. This is explained, at length, in the G4 Application Developers Manual.
