Yes, I believe 9.5.p02 is finally a usable version (of 9.5) for optical photon simulations.

This is never a good idea. And remember that bugs in G4 code do not necessarily go back to the 'beginning' and are most often introduced with development. The issue with the surface normal and time was new to 9.5! To my knowledge, the latest working version was 9.4.p03 until 9.5.p02 and now 9.6.p01.

There were no issues with the surface normal in 9.4.p03 and you should not have to update any files.
