The Application Developer's Manual reads:

A scintillator is also characterized by its photon emission spectrum and by the exponential decay of its time spectrum. In GEANT4 the scintillator can have a fast and a slow component. The relative strength of the fast component as a fraction of total scintillation yield is given by the YIELDRATIO.

If you require only one component, you can define either one - it doesn't make a difference. Our G4 optical examples use the FASTCOMPONENT in that case.

FYI, the names could have been FIRSTCOMPONENT and SECONDCOMPONENT as there is nothing in the code that requires the scintillation time you define for SLOW to be longer than FAST.
