I assume you count in StackingAction and then discard the track. So, if you only care about the number of scintillation photons generated, and you don't track any of them, then you don't even need to generate them, because you know the yield. So, I wouldn't event bother adding the G4Scintillation process. You can tally the energy deposited in your NaI crystal and multiply that by your yield. The extra statistical smearing due to photon statistic should be small compared to other effects.
