I'm simulating optical photons in a neutron detector. I've notice that I have neutron trying to produce optical photons in geant4.9.6.

G4Scintillation::IsApplicable only rejects short-lived particles and optical photons. It passes uncharge particles. Why don't it reject uncharged particles like G4Cerenkov::IsApplicable? Is this a bug?
