You do not have to specify a surface of an interface between two volumes, so long as these two volumes have an index of refraction defined for them. With no G4OpticalSurface the program defaults to a perfectly polished dielectric_dielectric.

Snell's Law is applied with the nominal normal.

If you want something different from the default you have to specify a G4OpticalSurface and hand it to a G4LogicalBorderSurface or G4LogicalSkinSurface.

I am sure this is explained in the Application Developers Manual.
