Dear Peter,
normally (i.e. in every source I found, e.g. , the Fresnel equations contain the refractive indices of both materials forming the boundary. (Except for Fowlers 'Introduction to Modern Optics', but he seems to use N = n_1 / n_2, as he gives Snell's Law as N = sin(a_2) / sin(a_1) one page before the Fresnel equations ( page 166))
For dielectric_dielectric this has also been implemented in Geant4 and the reflectivity is calculated from both refractive indices. I would be very surprised, if the reflectivity of a dielectric_metal surface did not depend on both refractive indices.
