The routine you need to understand is: G4Cerenkov::GetAverageNumberOfPhotons
No Cerenkov photons are generated when n(Pmax) < 1/beta. You are providing the array of index of refraction as a function of photon energy. If you want your expected threshold to be respected, you'll have to make sure that the n of your maximum specified energy does not exceed 1/beta, where beta is that of a 263 keV positron.
