Could you not add a 'physical volume' representing the teflon sheet (or sheets for each side of the scintillator) and attach a G4LogicalSkinSurface to this/these sheets - e.g. not to the scintillator.

We can discuss, perhaps in private, how to solve the geometry in your case but I need more explanation. Do you have a sketch? Maybe, you present DetectorConstruction can be reduced to the essential and you send it to me.
