If you don't specify a polarization for your optical photon, a random polarization will be assumed. This code is in G4PrimaryTransformer::GenerateSingleTrack and a warning is written:

*** G4Exception : ZeroPolarization
      issued by : G4PrimaryTransformer::GenerateSingleTrack
Polarization of the optical photon is null. Random polarization is assumed.
*** This is just a warning message.
This warning message is issued up to 10 times.

So, unless you want to simulate polarized light and you can live with the warning, you don't have to do anything.

As for why the polarization is important in the simulation of Fresnel reflection/refraction, I suggest you read Hecht/Zajac, Optics, 4.3 where you'll find that the amplitude transmission/refection coefficients are not the same for EM waves with the E-field normal to or in the plane of incidence.
