Sorry, for some reason I thought I had answered this posting alread. The answer is group velocity, see:

G4MaterialPropertiesTable::SetGROUPVEL and G4Track::CalculateVelocityForOpticalPhoton

where:

light velocity = c/(rindex+d(rindex)/d(log(E_phot)))

approximated as:

vg = c_light/(n0+(n1-n0)/std::log(E1/E0));

So, the result will critically depend on the user input refractive index table.
