Yes, a cut on beta-change can be construed as a cut in energy-change though the relationship is not linear, (approximately):

delta_E proportianal to beta*delta_beta

The reason the cut is done on beta for Cherenkov photon generation is because the number of Cherenkov photons produced is a function of beta so you don't want beta to change too much because the number of photons is calculated from the beta at the beginning of the step.
