I think you are asking about code residing in SteppingAction. You can copy all of the relevant code from G4Scintillation::PostStepDoIt to obtain the pointer to Scint_Yield_Vector, calculate the ScintillationYield and ultimately the MeanNumberOfPhotons (from the energy lost of the particle in the step or Birks corrected visible energy in the step).

However, the actual NumPhotons arises from:

 NumPhotons = G4int(G4RandGauss::shoot(MeanNumberOfPhotons,sigma)+0.5);

and hence employs a random number that is unique to the execution of the code in G4Scintillation::PostStepDoIt.
