I don't understand why you think you need to lower the range cut of gamma/e+/e- etc. to produce optical photons? Optical photons are produced in Geant4 either via the G4Cerenkov process and/or the G4Scintillation process. In order to propagate optical photons you need to provide the index of refraction for all material in which you want to propagate them. Cerenkov photons are produced so long as the charged particle travels with a speed above the Cerenkov threshold. Scintillation photons are produced from the energy loss in a scintillator according to the yield you assign. Please, see the Application Developers Manual for details and the /novice/N06 or the extended/optical examples.
