You must have the source code of that Geant4 release dowloaded and installed;
then, in your CygWin environment properly configured to use VC++ (see also the
Installation Manual):
- set G4SYSTEM to be WIN32-VC;
- define your work directory path in G4WORKDIR;
- set CLHEP_BASE_DIR to your installation of CLHEP;
- set G4INSTALL to the path where the source code is placed;
- set G4LIB to the path where the unpacked archive of the libraries
   you downloaded is located;
- set any path to the downloaded data libraries;
- (optionally) set G4UI_USE_WIN32 and G4VIS_USE_OPENGLWIN32.

Build a G4 example or your application.

Libraries for VC++8.0 are available only for the latest version 9.0.p01.
